REQUEST FOR PROPOSALS (RFP) FOR TRANSLATION, EDITING & INTERPRETATION SERVICES

1. Introduction

The Rosa Luxemburg Stiftung (RLS), North Africa Office, invites qualified and experienced service providers to submit proposals for the provision of translation, editing & interpretation services for the period starting on 1 January 2026, with a maximum potential duration until 31 December 2028.

RLS is an internationally operating, progressive non-profit institution for civic education affiliated with the German Left Party (DIE LINKE). Active since 1990, RLS promotes democratic participation, social justice, and sustainable development through dialogue, knowledge sharing, and empowerment initiatives.

The North Africa Office, based in Tunis, implements projects and activities across the region, including conferences, publications, and cooperation with national and international partners. This RFP seeks to identify a reliable and professional service provider for translation, editing and interpretation capable of delivering high-quality and cost-effective services in line with the foundation’s values and operational standards.

RLS intends to establish a framework contract with the selected service provider(s) for an initial period of one (1) year, which may be renewed for up to two (2) additional years based on satisfactory performance, quality of service, and the operational needs of the foundation. RLS reserves the right to terminate the framework contract at any time if the quality of the services is unsatisfactory or if contractual obligations are not fulfilled.

In line with current procurement regulations, the framework contract will specify both an estimated value and a maximum value for the entire duration of the agreement, inclusive of all applicable taxes:

  • The estimated total order volume is 80,000 TND.
  • The maximum value, which may not be exceeded under any circumstances, is 120,000 TND.

Once the maximum value is reached, the framework contract is considered exhausted, and no further orders can be placed without launching a new procurement procedure. Please note that the estimated value does not constitute a guaranteed minimum order volume, and RLS is under no obligation to reach either the estimated or maximum value during the contract period.

2. Description of Services

2.1. Translation and Editing Services

  • The contractor shall deliver translated or edited documents in electronic format.
  • Payments will be based on the word count of the translated/edited version (250–270 words per page).
  • Translations and edits must be accurate, complete, and faithful to the original.

In case of any dispute regarding the meaning of a translated or edited document, the original version prevails. It is therefore RLS’s responsibility to verify the final version before publication.

2.2. Interpretation Services

Requirements:

  1. Excellent command of English, French, and Arabic.
  2. Proven experience in simultaneous and consecutive interpretation.
  3. Expertise in relevant subject areas: economy, social and political sciences, international trade, finance, and agricultural and climate issues.
  4. Availability at short notice when required.

Types of Events:

  • Conferences, workshops, round tables, and seminars.
  • Webinars and online meetings.

3. Preliminary Conditions

Bidders must meet the following conditions to be considered eligible:

  • Valid business registration and tax clearance
  • Minimum 3 years’ translation experience
  • Qualified translators with relevant certifications
  • Expertise in required languages and domains: preference will be given to translators and interpreters specialized insocial sciences, political studies, cultural studies political economy, international trade, economics, finance, agricultural policy and climate challenges. Also, a robust and nuanced familiarity with both Marxist and decolonial terminology and conceptual frameworks is a prerequisite for successful engagement with our materials.
  • Submission of all required documents on time

4. Criteria of Selection

Proposals will be evaluated based on the following criteria:

– Financial Offer: 50%
– Quality of Services: 50%


The quality of services will be evaluated based on:

  • Accuracy and fidelity in conveying meaning across source and target languages
  • Fluency, cultural appropriateness, and localization quality
  • Adherence to client style guides and terminology consistency
  • Ability to handle multiple languages (e.g., Arabic, French, English)
  • Timely delivery and responsiveness to feedback
  • Experience working with international organizations, NGOs, or similar clients

5. Documents to Submit

Bidders are required to include the following documents in their proposal: French and English are accepted.

  1. Annex I – Bid Information Form.
  2. Fiscal Identification Card (Tax ID).
  3. Curriculum Vitae.
  4. Statutes or activity description clearly indicating specialization in translation, editing, and/or interpretation.
  5. Annex II – Financial offer
  6. Translation of sample texts provided in Annex A & Annex B.
  7. References.
  8. List and CVs of translators/interpreters/editors who will directly work with RLS, indicating language proficiency, experience, and availability.

6. Conditions for Submission

All proposals must clearly mention the reference of the RFP: “RLS–ADMIN–Translation services–2026/2028”.
