In the context of decentralization and the establishment of local power, and in order to support the lists coming from civil society and do not benefit from support or “back offices” as it is the case for partisan lists, our project aims to:

  • To set up a task force of expert trainers who will help these new councilors in their practice of the municipal mandate. The consolidation of these municipal councils, led by independent elected officials, is a necessary work for the consolidation of democracy in Tunisia in which “Citizens and Solidarity” is fully committed,
  • Establish an exchange of experience and good practices from the first year of municipal government,
  • Develop a matrix of evaluation for local public policies that allows transparent governance of elected councils and accountability of elected officials in the exercise of their municipal mandate,
  • Allow a contributory relationship between elected officials and citizens.

The “Campus of elected representatives” is based on two articles of the “Code of local authorities”:

  • Article 43, which establishes the right of local elected officials to training to help them carry out their missions,
  • Section 210, which lists the areas that municipal commissions must work on.

– Mapping of independent elected officials

– Training needs assessment survey

– Analysis of the survey

– Proposals for training sessions

– Training of the elected officials

– Evaluation seminar on the exercise of the municipal mandate and the implementation of decentralization.
