REQUEST FOR PROPOSALS (RFP) FOR GRAPHIC DESIGNER

1. Introduction

The Rosa Luxemburg Stiftung (RLS), North Africa Office, invites qualified and experienced service providers to submit proposals for the provision of graphic design services for the period starting on 1 January 2026, with a maximum potential duration until 31 December 2028.

RLS is an internationally operating, progressive non-profit institution for civic education affiliated with the German Left Party (DIE LINKE). Active since 1990, RLS promotes democratic participation, social justice, and sustainable development through dialogue, knowledge sharing, and empowerment initiatives.

The North Africa Office, based in Tunis, implements projects and activities across the region, including conferences, publications, and cooperation with national and international partners. This RFP seeks to identify a reliable and professional graphic designer capable of delivering high-quality and cost-effective services in line with the foundation’s values and operational standards.

RLS intends to establish a framework contract with the selected service provider(s) for an initial period of one (1) year, which may be renewed for up to two (2) additional years based on satisfactory performance, quality of service, and the operational needs of the foundation. RLS reserves the right to terminate the framework contract at any time if the quality of the services is unsatisfactory or if contractual obligations are not fulfilled.

In line with current procurement regulations, the framework contract will specify both an estimated value and a maximum value for the entire duration of the agreement, inclusive of all applicable taxes:

  • The estimated total order volume is 40,000 TND.
  • The maximum value, which may not be exceeded under any circumstances, is 80,000 TND.

Once the maximum value is reached, the framework contract is considered exhausted, and no further orders can be placed without launching a new procurement procedure. Please note that the estimated value does not constitute a guaranteed minimum order volume, and RLS is under no obligation to reach either the estimated or maximum value during the contract period.

2. Description of Services

The selected provider will be responsible for:

General Responsibilities

  • Adhering to the foundation’s graphic guidelines.
  • Generating creative concepts for print, digital, web, and animated content.
  • Design and layout reports and other products.
  • Data Visualization & Infographics: Design and render complex data sets into clear, compelling infographics, charts, and diagrams for both print and interactive digital publication.
  • Improving and editing images, graphics, and other visual elements.
  • Providing final design files in organized, layered, and editable formats suitable for long-term storage and future updates.
  • Offering innovative solutions for digital media, social campaigns, and visual storytelling.

Specific Tasks Include:

  1. Core Publication Design (Printed & Digital Files)
  2. Book Cover and Interior Design: Conceptual design and full layout of book covers, reports, and long-form studies (monographs). This includes cover design, aesthetic direction, and typesetting for interior pages.
  3. Report Layout & Typesetting: Detailed layout and formatting of policy briefs and research reports (A4/Letter), ensuring consistency across complex documents, including charts, graphs, and data visualization elements.
  4. Brochure & Leaflet Design: Conceptual and final design for standard marketing and informational materials (e.g., A5, A4, A4 bi-fold/tri-fold) suitable for both high-resolution printing and web distribution.
  5. Poster and Display Graphics: Design for large format print materials (e.g., A3, A1, Roll-up banners) used for conferences, workshops, and events.
  6. Digital & Social Media Content
  7. Social Media design: Design of static and /or animated visuals optimized for various social platforms (Instagram, X/Twitter, Facebook, LinkedIn), including banner images, quote cards, carousel slides, and standardized templates.
  8. Multimedia and Video Branding: Creation of branded assets for video content, including:
    1. YouTube/Video Thumbnails (Click-optimized graphics).
    1. Motion Graphics/Animated Intros and Outros (Short, branded clips).
    1. Lower Thirds (Graphics displaying names/titles during interviews).
  9. Podcast Cover Art: Conceptual and final design of unique, high-resolution cover art for various audio series.
  10. Data Visualization: Designing complex data sets into easily digestible, engaging charts, infographics, and flow diagrams for reports, websites, and social posts.
  11. Visuals for Newsletters: Conceptual and production design of visual elements for email marketing and e-newsletters, ensuring responsiveness across devices.

  13.  Stationery Design: Design and production-ready files for business cards, letterheads, compliment slips, and envelopes.
  14. Event and Invitation Materials: Creative design for event invitations (print and digital/e-vite formats) and related on-site materials (name tags, badges, programs).
  15. Promotional Item Branding: Application of RLS branding and visual identity to a diverse range of merchandise and promotional materials (e.g., pens, USB drives, tote bags, lanyards).
  16. Website/UI Design Support: Providing graphic assets, iconography, and supporting design elements for the RLS website, ensuring user-interface (UI) consistency and an optimal user experience (UX) for publishing content.

3. Preliminary Conditions

Bidders must meet the following conditions to be considered eligible:
– Demonstrated ability to provide services to international organizations, NGOs, or similar institutions.
– Valid business registration, tax identification, and necessary professional certifications.

4. Criteria of Selection

Proposals will be evaluated based on the following criteria:

– Financial Offer: 50%
– Quality of Services: 50%


The quality of services will be assessed based on:

  • The creativity and relevance of work shown in the portfolio.
  • References from previous clients confirming reliability and professionalism.
  • Experience working with NGOs or international organizations.
  • Timeliness, responsiveness, and communication skills.

5. Documents to Submit

Bidders are required to include the following documents in their proposal: English and French are accepted.

6. Conditions for Submission
