REQUEST FOR PROPOSALS (RFP) FOR AUDIOVISUAL AGENCY

1. Introduction
The Rosa Luxemburg Stiftung (RLS), North Africa Office, invites qualified and experienced service providers to submit proposals for the provision of audiovisual agency services for the period starting on 1 January 2026, with a maximum potential duration until December 2028.
RLS is an internationally operating, progressive non-profit institution for civic education affiliated with the German Left Party (DIE LINKE). Active since 1990, RLS promotes democratic participation, social justice, and sustainable development through dialogue, knowledge sharing, and empowerment initiatives.
The North Africa Office, based in Tunis, implements projects and activities across the region, including conferences, publications, and cooperation with national and international partners. This RFP seeks to identify a reliable and professional audiovisual service provider capable of delivering high-quality and cost-effective services in line with the foundation’s values and operational standards.
RLS intends to establish a framework contract with the selected service provider(s) for an initial period of one (1) year, which may be renewed for up to two (2) additional years based on satisfactory performance, quality of service, and the operational needs of the foundation. RLS reserves the right to terminate the framework contract at any time if the quality of the services is unsatisfactory or if contractual obligations are not fulfilled.
In line with current procurement regulations, the framework contract will specify both an estimated value and a maximum value for the entire duration of the agreement, inclusive of all applicable taxes:
- The estimated total order volume is 200,000 TND.
- The maximum value, which may not be exceeded under any circumstances, is 300,000 TND.
Once the maximum value is reached, the framework contract is considered exhausted, and no further orders can be placed without launching a new procurement procedure. Please note that the estimated value does not constitute a guaranteed minimum order volume, and RLS is under no obligation to reach either the estimated or maximum value during the contract period.
2. Description of Services
The selected provider will be responsible for delivering:
- Filming and Post-Production Work
- Filming: Short promotional videos, podcast episodes, interviews
- Pre-production settings: Lights, sound and image equipment including technical staff
- Post-production specifics:
- Subtitling in Arabic, French, and English
- Music and sound mixing
- Color and image corrections
- Transcription
- Montage, sound engineering, design integration, thumbnails
- Live Streaming
- Broadcasting on Facebook, YouTube, and other platforms as required
- Photography
- Cover albums and event coverage
- Audio Recording
- Audio podcasts
- Audiobooks
- Output Specifications
- Quality of output: High quality 4K or medium quality depending on platform (social media, YouTube, website, etc.)
- Length of videos: Variable depending on project and platform
- 30-90 seconds
- 3-5 minutes
- 30-40 minutes
- Up to 1 hour
- Other Requirements
- Technical staff: Provision of skilled technicians required for all work
- Language capabilities: The agency must possess the capacity to manage post-production activities (subtitles, graphics, copywriting) in English, French, and Arabic
- Services for moderators and invitees: Optional
3. Preliminary Conditions
Bidders must meet the following conditions to be considered eligible:
- Legal registration as an audiovisual or communication company (valid certificate required).
- Valid Tax Identification Number and tax compliance proof.
- Minimum 3 years’ experience in audiovisual production with relevant samples.
- Ownership or access to professional filming, lighting, and sound equipment.
- Ability to handle post-production in Arabic, French, and English.
- Qualified technical staff (CVs/bios required).
- Completed financial offer form in TND excl. VAT, signed and stamped.
- Submission by the deadline; late or incomplete offers will be rejected.
4. Criteria of Selection
Proposals will be evaluated based on the following criteria:
– Financial Offer: 50%
– Quality of Services: 50%
The quality of services will be evaluated based on:
- The technical and creative quality of filming and audio production (including 4K capability, lighting, and sound clarity).
- Excellence in post-production work, including editing, color correction, sound design, and accurate subtitling in Arabic, French, and English.
- Demonstrated capacity for stable, professional live streaming across multiple platforms.
- Quality and professionalism of photography services.
- Availability and condition of professional equipment and backup systems.
- Qualifications and experience of key technical staff (editors, camera operators, sound engineers).
- Portfolio and proven past performance on similar projects.
- Reliability in timely delivery and effective communication throughout the project.
5. Documents to Submit
Bidders are required to include the following documents in their proposal: English and French are accepted.
- Annex I – Company profile
- Legal registration documents
- Technical portfolio (links or files showing videos, podcasts, photos, live streams)
List of equipment and technical capacity - Key staff profiles (editors, camera operators, sound engineers)
- Annex II– Financial offer (in TND, exclusive of all taxes and fees)
- Portfolio, reference letters, or proof of past performance with similar clients

6. Conditions for Submission
All proposals must clearly mention the reference of the RFP: “RLS–ADMIN–Audiovisual Agency–2026/2028”.
