Vacancy: Program Manager for Local Development and Decentralisation
The RLS with its headquarters in Berlin/Germany is a political foundation affiliated with the German Left Party. The Tunis office of the RLS was opened in 2014. We engage with local partners working on social and climate justice, migration and the effects of free trade on North African economies and especially on agriculture and food sovereignty. We are committed to the heritage of our namesake, the socialist activist and intellectual Rosa Luxemburg. Internationally, the RLS cooperates with local actors in the search for international relations in the spirit of mutual respect, international social justice, and understanding between nations and people. The North Africa office engages with democratic forces, social movements and left organizations in Tunis, Morocco and Egypt. Its projects are funded by the German Ministry for Economic Cooperation (BMZ).
We are hiring a project manager to develop our program for local development and participatory democracy in Tunisia.
Post Conditions:
Type of contract: Local contract with 12 months’ probation period that can be converted into an unlimited contract.
Working hours: Full time (40 hours/week).
Location: Tunis with frequent deployments to other regions within Tunisia.
Salary & Conditions: According to RLS Tunis Salary Scale.
Starting date: As soon as possible.
Main Responsibilities:
- Support and develop in cooperation with partner organizations new creative forms of local governance, participation and empowerment of local communities;
- Support the debate of alternative local development schemes based on social justice and forms of solidarity economy;
- Support progressive elected municipality counselors, especially youth representatives;
- Coordinate with RLS’ partners and identify new partners specially in the inner regions;
- Help to build up a network of partner-organizations working on local development;
- Prepare, supervise, manage and report on RLS activities and projects according to the funding guidelines of the BMZ;
- Travel within Tunisia to monitor RLS-projects.
- Self-reliant budgeting of RLS projects and supervision of cash flow;
- Coordinate projects and activities with partner organization.
- Organize and moderate workshops and seminars on behalf of RLS.
- Qualifications:
- Advanced university degree in a relevant field (social or political sciences; economy; law; development studies);
- A minimum of 3 years of experience in a related field;
- Experience in Project Management, administration and Monitoring;
- Familiarity with the Tunisian Civil Society especially in the inner, marginalised regions;
- Excellent communication skills – spoken and written – in Arabic (inclusively colloquial Tunisian), French and English (German is a plus);
- Experience in writing about social issues in an analytical, but intelligible way;
- Familiarity with the decentralization process and the debate on the Code of Local Communities (“Code des Collectivités Locale”);
- Openness to the different progressive actors and social movements in Tunisia;
- Ability to work responsibly, independently, and to take initiatives;
- Identification with the goals of RLS;
- Responsible and self-dependent team-worker;
- Mastering Microsoft-package (MS Word, Excel, Power Point);
