Background
In Morocco, rural and semi-urban communities face persistent challenges including high unemployment, youth migration, and accelerated environmental degradation. Traditional economic models often fail to address these systemic issues, leaving small-scale producers dependent on intermediaries and vulnerable to climate instability.
Social and Solidarity Economy (SSE) and agroecology are considered as transformative frameworks to foster social justice and ecological resilience. By valorising local resources—such as honey, argan oil, and medicinal plants—and promoting local processing, wealth can be retained within local territories.
The Rosa Luxemburg Stiftung (RLS) North Africa seeks to partner with a qualified implementing team to deliver a high-impact capacity-building initiative. This project aims to empower youth, women, and cooperative members to lead community-based entrepreneurship rooted in agroecological principles.
Object of the tender
The RLS North Africa Office is seeking a qualified local partner, consultancy, or specialized NGO to implement an intensive training and empowerment project in Morocco. The project focuses on strengthening local actors’ ability to manage cooperatives and adopt sustainable agricultural practices.
General Objectives
- Build knowledge and enhance participants’ understanding of the solidarity economy, participatory governance, and social entrepreneurship.
- Strengthen practical skills in agroecological production, including composting, soil health, and natural pest control.
- Encourage and support the launch of small-scale community eco-projects that merge economic viability with environmental stewardship.
- Foster a regional eco-solidarity network among cooperatives in Northern and Southern Morocco.
Target Groups
The project intends to reach:
- Direct Beneficiaries: participants, including youth, women, and members of rural cooperatives.
- Indirect Beneficiaries: community members and local institutional networks.
- Institutional Partners: local cooperatives.
Proposal, Award and Tender submission
Required Qualifications:
- Demonstrated expertise in Social and Solidarity Economy (SSE) and cooperative law in Morocco.
- Proven experience in agroecology and field-based agricultural training.
- Strong capacity for community mobilization, particularly with women and youth in rural areas.
Submission Requirements:
- A methodological note detailing the pedagogical approach and mobilization strategy.
- A detailed budget proposal.
- A portfolio of previous rural development or agroecology projects.
- CVs of the trainers and project coordinators.
Deadline for Submission: February 20, 2026.
Languages: Applications can be submitted in English, French, or Arabic.

Languages
The training sessions and materials should be delivered in Arabic and/or Tamazight (depending on local needs). Reporting and official documentation must be submitted in English, French or Arabic.
Publishers
The Rosa Luxemburg Stiftung (RLS) and the implementing partner will co-brand all manuals and visibility materials. RLS reserves the right to disseminate project results through its international networks.
