  1. INTRODUCTION

The Rosa Luxemburg Stiftung (RLS) is an internationally operating non-profit organization for political education affiliated with Germany’s “Die Linke” (Left Party). Active in Tunis since July 2013. Its headquarters are in Berlin, Germany. The foundation has 25 offices around the world. Among them, the Tunis office covering the North Africa region.

  1. SUBJECT OF THE CONTRACT

The purpose of this call for tender is to seek a competitive price for IT Admin services starting October 2019. The contract will be concluded over a one-year period with the possibility of one extension based on prior evaluation.

  1. TECHNICAL SPECIFICATIONS AND STANDARDS

3.1.  Scope of the Service

The main tasks of a local IT Admin are:

  • Performing regular basic checks on all network devices and on the server
  • Exchanging backup tapes
  • Contacting local service providers (internet, electricity, printer, telephone)
  • Providing information and assistance for users (e.g. on the installation of new hardware/ software)
  • Maintaining the passive network infrastructure (cables, connections, server rack)
  • Running and maintaining local custom servers (e.g. local finance software solutions)
  • Writing qualified request tickets/ communication with our headquarters on relevant matters
  • Performing software installations on RLS computers and configures applications as specified
  • Working knowledge and understanding with a variety of technologies to effectively support end- users.
  • Repairing computer equipment and replacing computer parts
  • Planning and implementing scheduled maintenance upgrades and software upgrades when necessary
  • Identifying possible ICT equipment providers in the country and provide all the useful information on market analysis and local conditions;

The RLS North Africa office has an IT infrastructure of 01 server, 28 Computers (Desktops and Laptops) and 07 printers.

3.2.  Working Hours

The service provider must be able to provide services, during normal working hours of the RLS (Monday to Friday 9:00-17:00). Flexibility during weekends and holidays will be favorably viewed. In particular, the service provider must have a service for urgent requests falling outside normal working hours (the name of a contact person and telephone number must be provided).

3.4.  Communication

In order to facilitate contacts and information exchange between the parties, the IT Admin shall be able to process requests received by email. To this end, the contractor should have adequately skilled personnel.

Proficiency in English is required.

Communication procedures with the IT team in RLS headquarters is a core requirement.

4. CRITERIA

Tenderers should have the necessary financial, economic, technical and professional capacity to perform their obligations under the contract. In particular, the tenderer must submit:

  • A presentation of the company stating the experience in the field
  • A declaration of existence
  • A Tax Identification Card
  • A certificate of regularization of the tax situation
  • References
  • A financial offer
  • A filled copy of the forms A & B below

The RLS does not provide advance payments

Payment will be settled on a monthly basis after the submission of an invoice

 

  1. TENDER SUBMISSION DEADLINE

Tenders must be submitted no later than August 23rd, 2019

Tenders submitted after this date will not be accepted.
