The Rosa Luxemburg Stiftung

Is an Internationally operating, progressive non-profit institution for civic education that is close to German left party (DIE LINKE). RLS is one of the six political institutions in Germany that are all politically affiliated with, but administratively independent from distinct political parties in parliament.

Through its work, the RLS promotes a critical analysis of society and sponsors networks of liberal, political, social and cultural initiatives. It is an international activist in the area of development cooperation and calls for equal dialogue between the North and the South.

We provide a platform for thinking and for knowledge production and dissemination through various instruments like lectures, research, trainings, study visits, publications, and socially engaged artistic productions.

The overall goal of the RLS North Africa Office is to promote innovative and creative initiatives in the region, support social justice, bottom up political participation, and cross-societal dialogue. We cooperate with people and political representatives from the region and work with progressive NGOs, Unions, social movements, think tanks and alternative media platforms.

The Economic Training program:

As part of our economic program, we organize training courses in economics for civil society components, parties, and journalists, in the belief that large groups of society should be able to understand and discuss economic issues, especially the impact of the dominating neoliberal policies in the region. In the international context, neoliberal policies and austerity measures are not only pushed for by financial circles and their political representatives, but also through global academic exchange and technical assistance programs. As neoliberal policies are often portrayed as being “without alternatives”, we want to highlight alternatives to market-driven economies that result in a growing gap between the rich and the poor. We want to promote alternatives that return economics to the service of all parts of a society. Relevant debates are often dominated by a small number of experts, with neoliberal approach, while critical economic knowledge is lacking within in political, civil society, and journalistic circles.

In order to improve the level of awareness, discussion and participation in decision-making, we contribute in empowering these components through education and through the dissemination of critical thinking, by providing spaces for alternative economic approaches, and by facilitating dialogue and exchange of experiences at the regional level with a focus on just development that respects economic and social rights as an integral part of human rights.

Call for offers For National Experts/trainers in Alternative Economy

In order to promote social dialogue and bottom up political participation, Rosa Luxemburg-North Africa intends to launch the training program in  alternative economy in Tunisia’s regions starting from 2018 to enable largest groups of civil society in Tunisia , to benefit from the training program in  alternative economy, in their regions.

For this purpose, this call for offers is open to trainers and economic experts, either individuals, or organizations operating in Tunisia , whose expertise, competencies and fields of work  are directly linked to the objectives of the training program in alternative economy that RLS Stiftung-North Africa is intending to implement in Tunisia’s regions, for the benefit of civil society components, parties activists and journalists.

The selected trainers and experts in charge of implementing the program in regions , will be those with competencies, experiences, and field of work matching with the maximum of the objectives (1), area of interest /topics of the RLS economic program (2), and expected outcomes (3) of the program as described below:

Overall objectives of the regional economic training program (1)

Building capacity in the field of Alternative economy, for civil society, political parties, journalists, bloggers and independent activists, in order to simplify concepts and disseminate economic information and bring it up for public debate and developing their critical thinking and their ability to:

Understand basic economic concepts, from different critical economic schools.

Link the neoliberal capitalistic globalization (Free trade, transnational corporations, financialisation of the economy, deregulation..) to the implemented local policies and understand its socio-economic developments and the structural transformations occurred in the region.

Understand the ongoing structural economic reforms, their political ideological backgrounds and their economic and social implications.

Exploring alternative economic schools and opening up to alternative economic concepts.

Expected outcomes of the regional program (2)

The regional economic program should be designed for the benefit of civil society , parties activists and journalist,  in different governorates with the aim of reaching the following outcomes:

Trained groups in different regions, had improved their abilities in:

Advocacy and negotiation capacities, in order to improve the level of democratic participation in decision-making.

Networking with likeminded groups and persons in order to develop areas of joint political and civic actions.

Developing initiatives (proposals, coalitions for civic initiatives, awareness campaigns,..)

Developing their capacities in covering economic topics in media in order to enable open discussion and contribute to public debate on important economic issues.

Topics /Areas of interest (3)

Free Trade Agreements, multilateral/Vs. bilateral treaties, (WTO framework and ongoing DCFTA with TN-EU…) their impacts on different economic sectors, and their role in shaping the structural transformation of the countries of the region, and especially Tunisia, and their effects on shrinking spaces for sustainable development.

Debt, official development aid (ODA), loan agreements, conditionality and the role of donor countries and international financial institutions (EU, IMF, World Bank) in designing the economic policies of borrowing countries.

Economic bills and laws ongoing under the IFI’s imposed structural reforms.

In general, Alternative Development models , and in particular sovereign policies i.e industrial, agricultural, monetary and fiscal policies that aim to ensure jobs, sustainable development, food, water, energy, and environmental sovereignty, Tax equity, and  just redistribution.

Scope of Work

Selected experts / trainers should undertake the following tasks:

Implement trainings in the specified topics for the benefit of civil society political parties, and journalists, in different Tunisia’s governorates .

Design the content, of each training topic (related to the above described topics/ areas of interest) in accordance with the objectives of the program.

Coordinate with other selected experts and trainers on the content, the methodology and the exercises in accordance with the objectives and expected outcomes described above.

Selected experts/ trainers should deliver the following outputs:

A concept note, describing each training content, key learning points, and expected outcomes for each target group, and a detailed schedule of each training.

A presentation (electronic format) containing the content of the training to be presented and distributed to participants.

hand-outs  to be provided to the participants to guide their learning.

Collect feedback from participants in order to assess and improve the methodology if needed.

Write a report on the training delivered.

Qualifications required for the experts/trainers:

University level education and professional qualification in areas of trainings and education in fields described above (Economics, Law, political science, Social science, macroeconomics, or equivalent field)

Excellent knowledge of the economic schools and especially heterodox approaches.

Excellent knowledge of the Tunisian economic and political context.

Previous experience with civil society organizations and progressive networks.

Required language skills: Arabic, French.

Application Procedure:

To participate to this call please send an offer in PDF format containing 3 parts :

  1. A five-page (at maximum) concept note in arabic; with brief overview of the relationship between the candidate’s field of work and the economic issues raised in the Rosa Luxemburg Stiftung’s economic training program.
  2. Curriculum-vitae of the candidates or a presentation of her/his organization; that details the field of expertise, competencies, previous experience and references in line with the above described topics/objectives/expected outcomes .
  3.  A financial offer detailing:

a) The cost of 1 session of training per region (including the number of days/hours per trainer for each topic) excluding transportation, catering and accommodation costs that will be took in charge by RLS according to its internal regulation.

b) A calendar for a 1year regional implementation, with the possibility of implementation on 2 years.
