Background
The Tunisian agricultural sector is currently navigating a period of profound structural fragility. This crisis directly impacts small-scale producers, threatens national food system, and disrupts ecological balances. Current dynamics—ranging from land fragmentation to acute water stress and seed dependency—require a rigorous yet pedagogical analysis. In fact, and despite its vital importance, public discourse on agriculture often remains trapped in technical aspects or fragmented debates that are inaccessible to the general public.
To move beyond superficial observations, it is essential to demystify the factors of production in Tunisia while identifying sustainable alternatives like agroecology and peasant seed systems.
The Rosa Luxemburg Stiftung (RLS) North Africa seeks to enrich the current dialogue through pedagogical resources that explain complex issues, empowering citizens with the knowledge needed to engage in an informed debate on Tunisia’s food sovereignty
Object of the tender
The Rosa Luxemburg Stiftung (RLS) North Africa Office is seeking a qualified journalist, researcher, or media team to produce at least five pedagogical articles investigating the core factors of Tunisian agricultural production—specifically land, water, seeds, and capital—and their systemic interaction.
General Objectives
- To make complex agricultural issues (land, water, seeds, capital) accessible to a non-specialist audience through clear, high-quality writing.
- To provide a critical look at different agricultural models (conventional vs. agroecological).
- To highlight current systemic blockages and spotlight viable alternatives and local resistance.
- To provide citizens with the intellectual tools necessary to participate in the national dialogue regarding agricultural sustainability and justice.
Target Groups
The series aims to reach a broad audience, including:
- Concerned citizens and consumers interested in food origins and prices.
- Small-scale farmers and agricultural activists.
- Students, academics, and civil society organizations (NGOs) focused on environmental and social justice.
- Policymakers and journalists looking for a systemic overview of the sector.
Scope of Work and Articles
Each article should range between 1,200 and 1,500 words and include a simple explanation of the factor, a comparison of models, and a highlight of current inequalities.
The series must include at least five articles covering the following areas:
- Land and access to property: Fragmentation, land grabbing, state-owned lands (terres domaniales), and the role of public policy.
- Water and hydric stress: Allocation priorities, governance, conflicts of use, and sustainable management alternatives.
- Seeds: Seed dependency, seed sovereignty, and the vital role of local/traditional peasant seeds.
- Capital and financing: Agricultural debt, the subsidy system, structural vulnerabilities, and lack of support for smallholders.
- Systemic reading (Synthesis): An intersectional analysis of how these four factors interact to shape the current Tunisian food system.
Proposal, Award and Tender submission deadline
Required Qualifications:
- Demonstrated experience in journalism or research, with a focus on agriculture, the environment, or socio-economics in Tunisia.
- Strong ability to simplify complex data without losing analytical depth.
- Knowledge of the Tunisian agricultural landscape is essential.
Submission Requirements:
- A short methodological note
- A portfolio of similar previous work.
- A CV of the lead author or team profile.
- A valid business registration, tax identification, and professional certifications.

Publishers
The Rosa Luxemburg Stiftung (RLS) shall be the primary publisher of the series.
RLS reserves the exclusive right to translate the produced materials into other languages (e.g., Arabic, French, German or English) and to publish or share the content across different media platforms and partner networks.
