Project Overview

 As Part of its economic Program, The Rosa Luxemburg Stiftung (RLS) intends to develop a research-based initiatives (Website, online platforms, indexes, etc..) to enhance the understanding of African economies, based on Heterodox economics and alternative data (other than GDP, inflation, poverty rates …) but including data on household production, resource extraction patterns, informal economies, colonial legacies, and labor conditions that mainstream databases often minimize or ignore. The RLS invites service providers to submit offers for the development of a comprehensive economic database covering ALL African countries. The database will support critical research and political education grounded in heterodox economic approaches.

Objective and Scope

The assignment aims to develop a theory-driven, well-documented database that enables comparative and historical analysis of African economies from a heterodox perspective (e.g. political economy, structuralist, decolonial, feminist, ecological, post-Keynesian approaches).

The service provider will:

  • Propose a heterodox conceptual framework guiding indicator selection
  • Select, construct, and document variables across key economic and socio-economic themes (production, labor and informality, inequality, public finance and debt, external dependency, IMF loans conditionalities, gender and care economy, environmental constraints etc)
  • Collect, harmonize, and document data for African countries, including time series where available, that will be used as input to other projects
  • Deliver the structured database in accessible formats with metadata and methodological notes

Required Expertise

  • Proven experience in heterodox economics and political economy
  • Strong knowledge of African economic contexts
  • Experience in database development and quantitative data work
  • Ability to provide clear technical and methodological documentation
  • Ability to coordinate project and deliver outputs in due time

Financial Offer

Applicants are requested to submit a price range for the full assignment, per month or per day , of per task, without Tax.  The assignment should be delivered in 6 months , with a possibility of extension of an additional 4 months for the specific needs of the project and upon good implementation of it.

Evaluation Criteria

Offers will be assessed based on:

  • Coherence and relevance of the heterodox framework
  • Methodological quality and feasibility and clarity of documentation
  • Relevant experience and technical capacity
  • Cost-effectiveness
