Implementing actions to promote the findings of the preliminary study on Tunisia’s green hydrogen strategy

With the objective of fostering sustainable development and energy transition in Tunisia, the Rosa Luxemburg Stiftung (RLS) is seeking to commission a group of researchers and/or climate activists that explores and implement action to reduce the potential socio-environmental impacts of green hydrogen projects in Tunisia.

 

  1. Background

 

A preliminary study has been conducted to evaluate the National Strategy for the Development of Green Hydrogen in Tunisia,. This study examines the socio-environmental, economic, and institutional issues related to this strategy, while also assessing its alignment with international standards and local expectations. It has revealed gaps in the consultation processes with stakeholders, as well as socio-environmental risks associated with certain practices. The study has also highlighted opportunities to encourage more inclusive and sustainable approaches.

 

To extend this effort and promote a balanced and responsible development of green hydrogen in Tunisia, this call for proposals aims to select a group of researchers and/or climate activists for the implementation of a set of specific actions.

 

  1. General Objective

 

  • Promote the findings of the preliminary study by disseminating good environmental and social practices.
  • Strengthen consultation between national and international stakeholders.
  • Create an interactive platform to facilitate access to resources and gather public input.
  • Engage in international advocacy to promote the recommendations from the study.

 

  1. Target Audience

 

  • Public decision-makers: Ministries of Energy, Environment, and Social Affairs.
  • Private sector: Companies operating in renewable energies and the development of green hydrogen.
  • Civil society: Local associations, environmental and social NGOs.
  • International partners: Multilateral organizations, energy transition experts, financial institutions.

 

  1. Expected Actions

 

  • Creation of a Practical Guide:
  • Develop an accessible guide on best environmental and social practices in green hydrogen development.
  • Include international case studies, consultation recommendations, and innovative solutions.
  • Promote the guide to decision-makers, businesses, and NGOs through sector events and online platforms.
  • International Advocacy:
  • Participate in regional and international forums on green hydrogen to present the study’s findings.
  • Promote international partnerships aimed at strengthening local capacities.
  • Development of an Interactive Digital Platform:
  • Create an online platform with multimedia content (infographics, videos, case studies).
  • Integrate an interactive map to locate H2V projects in Tunisia and indicate their potential impacts.
  • Provide a forum, polls, and webinars to engage in dialogue with stakeholders.

 

 

  1. Deliverables
  • Practical guide (printed version and interactive PDF).
  • Operational interactive digital platform.
  • Presentations and communication materials for international forums.
  • Activity and impact monitoring reports.

 

  1. Mission Duration

The mission is expected to last 10 months.

  1. Proposal, Award and Tender submission deadline

Proposals will be evaluated based on:

  • Technical expertise and experience.
  • Methodology and work plan.
  • Budget and value for money.
  • Understanding of the context and objectives.

The order will be issued as a service/or honorarium contract and the main researcher or provider should submit the following documents:

  • A technical proposal outlining the methodology, work plan, and team composition.
  • A financial proposal detailing the budget breakdown.
  • Relevant experience and qualifications.
  • Examples of previous work.

 

Tenders must be submitted no later than March 10th, 2025.

Tenders submitted after this date will not be accepted.
